MeitY Orders Meta Algorithm Review to Curb Misinformation Risks

Government Targets Algorithmic Amplification on social media

The Ministry of Electronics and Information Technology (MeitY) has directed Meta to review the recommendation and ranking algorithms powering Facebook and Instagram, warning that the amplification of misleading or manipulated content could fuel public confusion, apprehension and disorder. The advisory, dated October 10, calls for immediate corrective measures and a report detailing the steps taken.

The move marks a significant development in India's digital governance, shifting regulatory attention beyond individual posts to the technological systems that determine which information reaches millions of users.

Misleading Content Raises Public-Order Concerns

MeitY said it had observed material relating to public events receiving prominent visibility on Meta's platforms. The concerns include old or unrelated visuals presented as current incidents, selectively edited footage and unverified claims about emergencies, police action or official restrictions.

Such content can spread rapidly during sensitive law-and-order situations, creating confusion before authorities or independent sources establish the facts.

The advisory follows an October 8 communication to social-media platforms urging greater diligence against false and manipulated information and faster attention to complaints from authorised government agencies. The subsequent directive specifically targets Meta's recommendation systems, highlighting concerns about how platforms distribute content rather than merely whether they host it.

What MeitY Wants Meta to Change

The ministry has asked Meta to prevent disproportionate exposure to a single or narrow range of narratives and improve the visibility of diverse, relevant and credible information.

The key requirements include:

·       Algorithmic review: Examine recommendation and ranking systems that may amplify misleading or manipulated material.

·       Rapid intervention: Strengthen mechanisms to identify, assess and escalate content gaining significant reach and potentially threatening public order.

·       Contextual safeguards: Provide appropriate context for visuals and posts whose authenticity, date, location or circumstances are unclear.

·       Regulatory cooperation: Respond promptly to lawful requests for information and assistance from authorised agencies.

MeitY has also emphasised that these measures must respect lawful expression and legitimate public discourse.

Legal Framework and Free-Speech Concerns

The advisory invokes Meta's due-diligence obligations under the Information Technology Act, 2000, and the Information Technology Rules, 2021. These provisions establish responsibilities for intermediaries concerning prohibited content and cooperation with lawful government requests.

Although the communication is an advisory rather than a new statutory rule, its demand for immediate implementation gives it considerable regulatory significance.

However, digital-rights advocates have raised concerns about potential overreach. The Internet Freedom Foundation has criticised the directive, arguing that the concept of limiting exposure to particular narratives could be used to suppress lawful protest reporting or political criticism.

Balancing Public Safety with Digital Freedom

The advisory highlights a central challenge of platform regulation: preventing viral misinformation without allowing public-order concerns to become a justification for excessive censorship.

Meta's response will be crucial in determining how narrative diversity, contextual labels and algorithmic restrictions are implemented. Ultimately, effective digital governance must make platforms more accountable for harmful amplification while preserving transparency, independent journalism and citizens' freedom to question those in power.
