Haryana is set to become the first state in India to adopt a fully paperless land registration system from November 1, 2025, marking a major milestone in governance and digital transformation. The move will replace the traditional, document-heavy registration process with a seamless, technology-driven workflow across all tehsils.
Under the new digital framework, citizens will be able to verify their identity through OTP, upload property documents, book appointments, make online payments, and track application status — all via a unified portal. This eliminates the need for physical paperwork and repeated visits to revenue offices.
The initiative is being rolled out in three phases: the pilot began on September 29 in Babain (Kurukshetra); Phase IIwill go live on October 28 across ten districts; and Phase III will cover the remaining districts by the November launch.
The platform integrates three-tier verification, including digital signatures, photo authentication of parties and witnesses, and automatic mutation updates in land records. This design ensures both security and transparency while reducing human intervention.
Manual stamp paper purchases will also be discontinued, with existing stamps valid only for a limited period.
Officials describe the initiative as a “historic shift” aimed at enhancing transparency, curbing corruption, speeding up transactions, and improving the ease of doing business. Citizens and property dealers are urged to familiarize themselves with the new portal to ensure a smooth transition.
