Internet-Free UPI Payments Coming to India

India is preparing to introduce internet-free UPI payments, marking another significant milestone in the country's digital payments revolution. The upcoming feature will enable users to make small-value UPI payments even when neither the customer's smartphone nor the merchant's payment terminal has internet connectivity. Powered by Near Field Communication (NFC) technology and pre-funded UPI Lite balances, the new system is expected to make digital payments faster, more accessible and more reliable, particularly in areas where internet connectivity remains inconsistent.

India's Journey Towards Offline UPI

India has steadily expanded its offline digital payment ecosystem to ensure financial inclusion in regions with poor network connectivity. Existing solutions such as USSD-based *99#, UPI 123PAY, UPI Lite, and UPI Lite X already allow users to conduct limited digital transactions without continuous internet access.

The *99# service enables users to transfer money, check account balances and manage UPI services through a simple menu-based interface on both feature phones and smartphones. Meanwhile, UPI Lite and UPI Lite X allow low-value payments using pre-loaded balances, reducing dependence on real-time banking networks.

The proposed NFC-based offline payment system builds upon these innovations by introducing a seamless "tap-and-pay" experience similar to contactless debit and credit cards while continuing to operate within the UPI ecosystem.

How Will Internet-Free UPI Payments Work?

·       The new payment mechanism relies on storing a limited prepaid balance on the user's device before internet connectivity is lost.

·       A customer first loads money into the UPI Lite or UPI Lite X wallet while connected to the internet. The stored balance is then available for offline use.

·       At the time of payment, both the customer and the merchant must possess NFC-enabled devices. The customer simply taps the smartphone on the merchant's compatible Point-of-Sale (PoS) terminal, much like using a contactless bank card.

·       Since the money has already been loaded into the wallet, no UPI PIN or internet verification is required during the transaction. The payment is authorised instantly.

·       The merchant's PoS terminal securely stores the transaction details in encrypted form. Once internet connectivity is restored, the transaction data is synchronised with banks and the National Payments Corporation of India (NPCI) for settlement and reconciliation.

This makes the system particularly useful in aircraft, underground metro stations, rural markets and other low-connectivity environments.

Transaction Limits and Safety Measures

According to current plans, offline NFC-based UPI payments are expected to carry a maximum transaction limit of ₹2,000 per payment. This ceiling aligns with the Reserve Bank of India's policy of restricting offline digital transactions to relatively small amounts, thereby reducing financial risk in case a device is lost or compromised.

The existing *USSD-based 99# service will continue separately with a ₹5,000 transaction limit and a nominal fee of ₹0.50 per transaction.

As a result, India's offline payment ecosystem will soon comprise multiple complementary options catering to different user needs and transaction types.

Key Components of the Emerging Design

·       Pre-funded UPI Lite/UPI Lite X wallet: Users must preload money into their UPI Lite balance while online.

·       NFC-enabled smartphones and PoS terminals: Both customer and merchant devices must support Near Field Communication technology.

·       PIN-free instant payments: Transactions are completed with a simple tap without entering a UPI PIN during payment.

·       Deferred settlement mechanism: Transaction records are securely stored offline and synchronised with banks once internet connectivity returns.

Rollout and Expected Use Cases

NPCI has reportedly begun certifying compatible PoS machines from major manufacturers in 2026 following extensive interoperability testing. Once certification is complete, banks and payment companies are expected to gradually upgrade payment terminals across retail outlets, metro stations, airports, railway stations and remote rural markets.

The technology is designed for locations where internet connectivity is weak, intermittent or unavailable, ensuring that digital payments remain uninterrupted regardless of network availability.
